The Social Justice & Empowerment Department is working independently since the bifurcation of Social Welfare Department in the year 1992. The Department is implementing a number of schemes for the care, protection and rehabilitation of socially under privileged. Earlier the Social Justice & Empowerment Department was working within a very small area having few welfare schemes. Now, it has expanded its area of schemes and has implemented schemes since the creation of the Departments covering beneficiaries belonging to urban as well as rural areas. At present, the Department is implementing a number of schemes for the welfare of orphan/destitute children, juveniles in conflict with law, Widows, destitute women and their dependents, mentally retarded children, the blind, deaf & dumb in the state. Besides, the welfare of vulnerable groups of the society, the Department is also providing social security and economical assistance to the Senior Citizen, Widows and Handicapped of the States in the form of monthly pension who are unable to sustain themselves from their own resources and are in need of financial assistance. During the current year approximate number of beneficiaries under various welfare pension schemes is approximately 14 Lacs.

To achieve the goals and objectives set for welfare and social security, every year over Rs.575.00 crores budget is being spent on different schemes. 20 District Social Welfare Offices and 11 residential institutions are working in the field where District Social Welfare Officers and concerned Superintendents are monitoring and implementing all the welfare schemes of the Government.

Mission of Web Site

The functioning of the Department is Citizen Centric, therefore, to strengthen the Government to Citizen (G2C) services, a dynamic  Web Site containing the related information  will help in access of desired information "at any time & at any place". It will further improve the query delivery system at different levels of administration and shall improve the efficiency of office working. 

The more micro level objectives are focused towards improving the efficiency, effectiveness and ease of operations apart from increasing the level of control. The overall focus of Dynamic web site is aimed to devise a mechanism for fulfilling online information needs at different levels.

The goal of the Social Justice & Empowerment Department is to implement the schemes affectively and result yielding. Department’s overall objective is to make available the benefits under all the schemes to the needy persons.

The work of our Department is increasing day by day and numbers of welfare schemes are also on the increase. This is basically a field office covering all the 20 districts, having an office at each district besides, a headquarter office at Chandigarh. The Department data needs volume of correspondence and cross references data make it increasingly difficult to operate in the traditional office environment, the headquarter as well as field offices have been computerized. Besides this, establishment matters like monitoring of disciplinary cases, posting and transfer, court cases etc. also need monitoring. Main function of Social Justice & Empowerment Department is to run and implement various welfare schemes in Haryana. The Directorate has its H.Q. at Chandigarh and field offices in all districts of the State. Their activities require keeping in touch with all concerned through traditional communications like letters and through electronic medium like fax. Many areas like data bank of pensioners being covered under Old Age, Widow and Handicapped pension schemes etc. have been computerized. The Departments feels Handicap and have to rely upon the information/recommendations sent by Distt.Social Welfare Officers/other agencies through live letters and electronic medium which is no longer possible to handle manually. It is, therefore, computer system in computer room, Director’s rooms and Commissioner’s room and build up a centralized data base accessible to the key official/officers on line have been provided. Further, their must be a provision of electronic communication beyond the H.Q. with Distt.Social Welfare Officers in district offices and all Deputy Commissioners through E-mail. This will help not only in providing the proper information system but also help in bringing the total transparency in the working of the Department.

Various schemes in this Department have been sanctioned and implemented to achieve its goals and objectives. The Department also gives grants to different non-Government Organizations engaged. Every year over 252.00 Lacs is being spent on different Grant-in-Aid schemes.
